Momin Agha becomes ninth health secretary since March 2025

Islamabad: The federal government on Monday appointed Momin Agha, a BS-22 Pakistan Administrative Service officer, as health secretary, making him the ninth officer to hold the post since March 2025, according to the count used in published reports.

An Establishment Division notification dated October 19 says Agha, who was serving as an officer on special duty in the division, has been transferred and posted as Secretary of the National Health Services, Regulations and Coordination Division with immediate effect and until further orders.

Federal Health Minister Syed Mustafa Kamal confirmed the appointment. He said the ministry had seen around nine or 10 secretaries since he took charge, reflecting changes in the top administrative post over the period.

Agha replaces Nadeem Mahbub, the federal education secretary who was given additional charge of the health ministry on October 16 for three months or until a regular appointment, whichever came earlier. His additional charge lasted three days before the latest notification.

Before being posted as an officer on special duty in the Establishment Division, Agha served as Secretary Petroleum. He was transferred from that post in January 2026 and directed to report to the Establishment Division.

The health secretary oversees federal policy and administration across a portfolio that includes regulation, national health programmes and coordination with provincial governments. Agha’s notification does not specify whether his posting is a regular appointment or set a fixed term; it says he will remain in the position until further orders.
